Four people have been appointed to the Metropolitan Washington Airports Authority.
Earl Adams Jr., who was appointed by the governor, serves as of counsel in DLA Piper’s litigation and government affairs practices. He represents clients before all branches of state and local government, including administrative agencies, and in development transactions involving public-private partnerships. Adams is a graduate of Morehouse College, earned a master of public administration degree from the Harvard Kennedy School and a juris doctor from Boston College of Law.
Lynn Chapman, also appointed by the governor, is president of NVS, a technology and business consulting firm. His experience includes business, academics and public policy, and he co-founded a fiber-optic communications company, spending more than 20 years in the telecommunications industry. Chapman earned an engineering degree from Brigham Young University and master’s and doctoral degrees in public policy from George Mason University.
Barbara Lang, appointed by the mayor of the District of Columbia, is president and CEO of the D.C. Chamber of Commerce. She manages the operations and strategic direction of the group, and has developed initiatives on revenue generation, public-policy issues, education information and business development. Lang recently was named one of the 150 most powerful people in the district by Washington Magazine.
Caren Merrick, an appointee of the governor, is a partner with Bibury Partners, an investment and advisory firm focusing on enterprise and consumer technology sectors. Named a 2011 Top 100 Technology Titan by Washingtonian Magazine, she is a graduate of the University of California, Los Angeles, and earned a certificate of director education from the National Association of Corporate Directors.
