Boston Logan International Airport-RFP Foreign Currency Exchange Concession Program

The Massachusetts Port Authority (the “Authority”), owner and operator of Boston Logan International Airport (“Logan Airport”), invites proposals from established and responsible business entities that have demonstrated expertise in the operation and management of foreign currency exchange operations (collectively “Respondents” or individually, a “Respondent”) for the non-exclusive right to operate and manage the Authority’s Foreign Currency Exchange Concession Program (“Program”) at Logan Airport. The Program will include, but not be limited to, the purchase and sale of U.S. and foreign currencies by way of exchange transaction in cash, travelers’ checks (U.S. and Foreign) or by credit card. The Initial Term of the Concession Lease Agreement shall be for three (3) years, commencing on November 1, 2021.

A Pre-Submission Webinar will be held on May 26, 2021 at 10:00 a.m. EST. To RSVP, complete and return the RSVP Form (provided as Attachment A-1) no later than 3:00 p.m. on May 25, 2021. This Request for Proposals (“RFP”) and all Attachments, Forms and any Addendum(s) can be accessed through Bid Express. All questions regarding this RFP must be submitted in writing through Bid Express to Massport by the deadline specified. Respondent questions submitted in writing will receive a response in writing through Bid Express. Proposal are due to the Authority June 28, 2021, 10:00 a.m. local time.

The Authority is soliciting competitive proposals pursuant to a determination that such a process best serves the interests of the Authority and the general public and not because of any legal requirement to do so. The Authority reserves the right to accept or to reject any or all proposals for any reason, to withdraw or amend the RFP at anytime, to initiate negotiations with one or more Respondents, to modify or amend with the consent of the Respondent any proposal prior to acceptance, to waive any informality and to effect any agreement otherwise, to re-issue this RFP without change or modification thereto, to issue a subsequent RFP with terms and conditions that are substantially different than those set forth in the RFP, or to cancel the RFP without issuing another RFP, all as the Authority in its sole judgment may deem to be in its best interest.
