The passage of a five-year Federal Aviation Administration funding bill in September 2018 did not include a much-lobbied-for increase in the cap on Passenger Facilities Charges. Yet the airport industry needs billions of dollars of infrastructure improvements and expansions, and federal funding will fall far short.
