The Ottawa International Airport Authority (the “Authority”) is issuing this Request for Proposals (“RFP”) for the operation of a restaurant concession (“Food Service Concession”) from a specific concession location (“Offered Premises”) located within the post-security area of the Passenger Terminal Building (“PTB”) at Ottawa Macdonald-Cartier International Airport (the “Airport”). The RFP is open to all parties who have prior experience owning and operating a foodservice/restaurant location. The Authority shall award the highest-scoring Proponent (“Successful Proponent”) the right to enter into lease negotiations with the Authority for the operation of the Food Service Concession.

The Airport served nearly 4.6 total million passengers in calendar 2013, and is projected to serve approximately the same number in 2014.

All Proponents must meet the minimum qualifications identified below. Proponents not meeting these minimum requirements will be disqualified and their Proposals will not be considered.

  • Proponents must have operated a restaurant/food service business within the last five (5) years.
  • Proponents proposing to operate a franchise as a franchisee must provide a letter of qualification from the franchisor stating that they have been approved to operate such franchise at the Airport or within the geographic area in which the Airport is located, which letter must clearly indicate any conditions attached to the final granting of such franchise rights.
  • Proponents must be recognized companies, corporations or partnerships under the laws of Canada or the United States of America or their respective provinces and states, and be authorized to do business in the Province of Ontario and provide written proof thereof
  • Proponents must demonstrate the financial responsibility and sufficient resources to finance and operate a Food Service Concession.
