Job Opportunity, Manager of Airport Economic Development

The Reno-Tahoe Airport Authority (RTAA) is seeking a full-time, experienced person in airport economic, land and business development to join the hard working, dynamic Airport Economic Development (AED) team as a Manager of Airport Economic Development.

The Manager of Airport Economic Development reports to the Vice-President of Airport Economic Development and serves as a key member of the AED team. This position is responsible for managing complex and sensitive land development, community outreach, public competitive processes, programs and projects. The nature of the work includes land acquisition, disposition, land leases, which include negotiations, condemnation, relocation of occupants and demolition and abandonment, as well as the creation of economic development marketing strategies and implementation of efforts to attract and retain business and industry to the Reno-Tahoe International Airport (RNO) and the Reno-Stead General Aviation Airport. Further, the Manager of Airport Economic Development plans, organizes and directs the work of staff to meet established goals and objectives.

In addition to commercial/industrial land/economic development expertise, the nature of the position requires excellent business communication skills; the ability to establish, maintain and foster effective working relationships; and the ability to plan, organize, direct and coordinate complex projects and programs.

Background: While Reno has long been known as the gateway to the Lake Tahoe region, it is moving well beyond a tourism destination. Tech giants such as Tesla, Switch, Panasonic, Apple, Google and Amazon have propelled the northern Nevada region in new and exciting directions. The region is experiencing an evolution that includes not only significant job growth, but also a revitalization of Reno’s midtown district. New trends in dining, a thriving local craft beer scene, and an expansion of non-gaming entertainment are drawing increasing numbers of visitors and new residents to the region.

In 2016, RNO served approximately 1.87 million enplaned passengers, an increase of 6.4% over 2015. Enplaned passengers are forecasted to reach approximately 1.95 million in FY 17-18. Passengers are fairly affluent and reflect an approximate 50/50 mix of both business and leisure travelers equally distributed between the two concourses. In order to meet increasing growth, RNO is currently in the midst of a Master Planning Process which will assist in identifying future airport concessions development and include recommendations to accommodate RNO’s growing rental car operations.

Examples of Duties:

  • Plan, organize, and supervise assigned staff. Evaluate the performance of staff, providing regular input regarding quality and quantity of work. Provide employees with guidance and direction to correct deficiencies and improve productivity.
  • Manage strategic planning and implementation of initiatives for aeronautical and commercial land development and redevelopment of existing facilities.
  • Negotiate business agreements in order to drive increased non-airline revenue.
  • Manage complex real estate ground leases and related development contracts, management contracts, permits, licenses and other significant revenue generating contracts.
  • Recommend and implement policies, programs, activities and other matters related to commercial land development and redevelopment of existing facilities.
  • Propose and manage applicable capital projects to ensure property/assets are developed, preserved and/or maintained to ensure maximum utilization and efficiency. Including break even analysis to ensure financial responsibility.
  • Manage relationship development with existing and prospective companies in pursuit of revenue growth opportunities at both airports.
  • Manage the Airport contracts assigned, including leases, permits and licenses, tenant outreach and property management. Provide interpretation of lease terms and conditions.
  • Generate leads and provide follow-up with prospective users of airport property.
  • Coordinate property administration activities with engineers, designers, appraisers, attorneys, tenants, local government agencies, community organizations and other stakeholders concerning improvements to land and facilities, including tenant improvements.
  • Lead interdisciplinary teams by implementing directives and coordinating activities of staff and/or consultants.
  • Research, identify and analyze factors necessary to attract and retain new economic development interests and coordinates promotional activities such as site tours, presentations for and meetings between local area business, government, real estate and development representatives and prospective client companies.
  • Develop and implement strategic plans to attract business and industry to the Reno-Tahoe International Airport and/or the Reno-Stead General Aviation Airport.
  • Solicit development proposals from private development companies and businesses and analyzes the feasibility of these projects.
  • Manage the long-range planning, development of marketing strategies, and recommendation of goals for business attraction, retention and assistance efforts.
  • Manage property disposition, acquisition and relocation programs in compliance with federal, state and local regulations and bond covenants.
  • Prepare a variety of executive-level and Board-level documents, to include and not be limited to Administrative Reports, Board Memos and Resolutions.
  • Negotiate terms and conditions for leases, contracts, agreements, amendments, permits, easements and requests for proposal (RFP) and other such agreements with existing or potential tenants.
  • Manage requests for qualification and/or proposal (RFQ/RFP), bid/award, lease process and permit documents by reviewing submissions, recommending awards and providing required documentation.
  • Facilitate improvements in amenities, tenant modifications and alterations by coordinating activities with engineers, designers, appraisers, attorneys, tenants, government agencies, community organizations and other appropriate parties.
  • Participate in the development of the divisional budget by developing and recommending projections of supporting expenditures; analyze activities on a monthly basis to determine how closely projected budget and work plan adhere to each other and to make adjustments as necessary.
  • Represent the Reno-Tahoe International Airport to various private and public agencies.

ENTRY SALARY: $73,384 – $92,658 annually, with opportunity for additional merit-based increases up to a range maximum of $111,632. Initial salary placement will be based upon experience and qualifications. This is an at-will, salaried position.

BENEFITS: The RTAA offers a competitive wage and benefit package, which includes 100% employer paid contributions to a distinct, defined benefit retirement program (Nevada PERS), and this position is exempt from contributions to Social Security. Nevada has no state income tax, and Reno has a comparatively low property tax rate.


MINIMUM QUALIFICATIONS:

Education: Bachelor’s Degree from an accredited college or university in Business Administration, Economics, Economic Development, Urban/City/Regional Planning, Geography, or closely related field.

An equivalent combination of directly related, management-level airport property management, commercial/industrial land/economic development, and/or or public entitlement experience may be substituted on a year for year basis (e.g., one year of full-time experience will be considered equivalent to thirty (30) semester or (45) quarter units of college course work).

Experience: Three (3) years of full-time, management-level experience in airport property management; OR five (5) years of management-level commercial/industrial land/economic development, and/or public entitlement experience; OR an equivalent combination thereof.

Licensing: A valid driver’s license is required at the time of application.
