LAWA Seeks To Pre-Qualify Businesses

Los Angeles World Airports (LAWA) is seeking qualifications from experienced vendors for program services delivered through a Multiple Award Task Order Contract (MATOC) with an estimated value of up to $950 million over a term of five years.

Via the Program Services MATOC, LAWA will establish a pool of prequalified professional consulting firms that will subsequently be invited to submit task order proposals to provide services, including, but not limited to, project management, construction management, project controls, inspection and testing, among others.  Responders may submit their qualifications for one or more optional categories including quality and safety services, inclusivity, workforce and economic impact support services.

LAWA intends to award at least three MATOCs as a result of the RFQ process. Additional opportunities, such as the RFQ for Terminal 9 design services, will be released this summer.

“At LAX, we are not only transforming the airport with vital infrastructure but also reshaping our procurement model to foster greater opportunities for diverse vendors, especially those from our local community,” said Terri Mestas, chief development officer, LAWA. “Through this effort, we aim to create a model that other agencies and peers within aviation and beyond can use to restructure their own sourcing methods.”

LAWA CEO Justin Erbacci noted that four recent information sessions for upcoming procurement opportunities at LAWA – all held during the first half of 2023 – all had record attendance and diversity numbers. “This demonstrates that our commitment to fostering economic success, particularly for local, small and minority businesses, through our transformation is reaching the right audiences,” he said.

At each of the four outreach events, attendance reached at-capacity levels with the number of socially or economically disadvantaged vendors representing 43% of those assembled across the four events, LAWA said. The sessions also attracted new potential vendors – more than one-third of the attendees across the four events have not done business with LAWA before.

LAWA is implementing updates such as broader operational transparency, a refreshed design and construction handbook, expansive inclusivity goals and requirements, new opportunities for microbusinesses, industry mentor and protégé programs, internship and educational learning opportunities and more.
