Los Angeles International (LAX) has received bids from three pre-qualified teams to become the builder and operators of the Automated People Mover at the airport. The winner is expected to be announced in January.

“The three proposals have been received on time,” says Jamaal Avilez, procurement manager for the Automated People Mover Request for Proposals. “Subject-matter experts will now proceed with reviewing each proposal and will make a recommendation to our CEO and board in January.”

The three teams that bid include GatewayConnectors, made up of Kiewit Development Company, Meridiam LAX-APM LLC and Skanska Infrastructure Development Inc.; LAX ConnectingAlliance, which consists of OHL Infrastructure Inc., Acciona Concesiones S.I., Star America Fund GPLLC, Aberdeen Global Infrastructure GP II Ltd., Axium Infrastructure US Inc. and Charles Pankow Builders Ltd; and LINXS, which is made up of Fluor Enterprises Inc., Balfour Beatty Investments Inc., Hochtief PPP Solutions GmbH and ACS Infrastructure Development Inc.

Scoring of the bids will be based on technical merit, visual appeal, user experience and price. This is the first time a public-private partnership, design-build-finance-operate-maintain model will be used in the United States for an APM, LAX said.

The goal of the APM is to reduce congestion in and around the airport. It will be an elevated electric-powered train with six stations along a 2.25-mile alignment.

The APM is a component of the $5.5 billion Landside Access Modernization Program at LAX.
