MSP Releases New Concessions RFP

The Metropolitan Airports Commission (MAC) has released the details of its latest concessions RFP at Minneapolis-St. Paul International Airport (MSP). The RFP seeks eight new concepts covering 14,000 square feet of terminal space to replace businesses with expiring leases as well as launch new businesses as part of the airport’s $263 million Terminal 2 expansion project. The 18th busiest airport in the United States, MSP currently has more than 125 food, retail and specialty service concepts across two terminals. The airport’s previous RFP redeveloped 35 concepts across Terminal 1 between 2017 and 2020.

Desired concepts include a national, local or proprietary bar with small plates; a pre-security national, local or proprietary coffee concept also serving juices, pastries and other grab-and-go items; two national coffee concept located post-security offering specialty drinks and grab-and-go snacks; a local, full-service casual bar and restaurant with all day menus including a “strong breakfast offering”; a national, local or proprietary news and convenience store with at least one self-checkout POS system; and two national quick-serve restaurant (QSR) concepts, which should include one national burger concept and one sandwich and salad concept. The eight concepts will be grouped into four batches with 10-year lease terms, with MSP targeting a 30% ACDBE participation goal for each batch. Interested bidders are required to attend the airport’s pre-proposal conference on Sept. 17 and submit proposals by December 9, 2024. The MAC plans to finalize approved concepts by February 2025.

“We’re looking for a balance of local and national concepts — food and retail — that meets our customers’ needs, paired with concessions operators who have experience delivering quality service in a high-traffic environment,” said MAC interim vice president of revenue development Isabella Rhawie. “This is a great opportunity for business owners who may want to explore expanding at MSP to help evolve our offerings for a wide range of customers.”

“MSP’s expansive concessions program is providing the first opportunity in 10 years for local and national operators to pitch new concepts, flavors and brands at Terminal 2,” added MAC CEO Brian Ryks. “We are focused on refreshing our concessions lineup to ensure we continue to provide quality food and retail offerings of varying price points, and innovative spaces and technology that meet growing passenger demands.”
