PVD Seeks Developer/Operator For F&B Program

The Rhode Island Airport Corporation (RIAC), owner and operator of Rhode Island T. F. Green International Airport (PVD), is soliciting proposals to finance, design construct, operate and manage the food and beverage concessions program at PVD.

A mandatory pre-proposal meeting and site tour is scheduled for October 11 and proposals are due December 13. Selection of a winner is expected in January, with the new contract commencing on July 1, 2023. The contract term is for 10 years with an optional five-year extension. PVD will require a pricing policy of “street plus 10%” in all locations.

The RIAC said it wants to improve the passenger travel experience and provide the highest level of customer service to travelers. The plan calls for ”open architecture” where capable, utilizing high-end finishes that capture the spirit of Rhode Island and the New England region through creation of a sense of place. The organization is asking for diversity of concepts and offerings, updated offerings based on changing passenger needs through the lease term, and maximized revenue opportunities. The RIAC will require a minimum capital investment of $850 per square foot.

The F&B program at PVD currently consists of 11 post-security locations and two pre-security concessions. Of those, seven of the 11 are currently open on the secure side. Four remain closed, as do the two pre-security locations.
