The Indianapolis Airport Authority (IAA) desires to receive proposals for concessions concepts that include, but are not limited to retail, food & beverage, experiences, and services from qualified entrepreneurs, retailers, operators, concessionaires, chefs, culinary experts, and service providers to lease and operate concessions concepts at the Indianapolis International Airport (IND).
The IAA has up to six (6) locations available for this Request for Proposal (RFP) to lease and operate concessions offerings at the Indianapolis International Airport (IND). Five of the locations are situated post-security on Concourse A and B and one location is pre-security, which will be prioritized as a Concessions Development Opportunity.
The strategy of this RFP is to align IND with the transformative journey of Indianapolis by offering concepts representative of IND’s local, regional, national, and international community. The IAA aims to promote success and propel IND through fostering innovation, providing fresh new concepts, and economic development to the Indianapolis community.
Keeping the future traveler and travel experience in mind, the IAA has defined objectives to be accomplished with this RFP.
- Prioritize Customer Experience- it’s no longer just about the level of customer service provided to the passenger; it’s about enhancing the overall customer experience at the airport by offering a diverse range of high-quality experiences that meet the travelers’ diverse needs and preferences.
- Create Unique Experiences– introduce innovative concepts, products, and services that set IND apart from competitors and contribute to the airport’s overall attractiveness.
- Airport Concessions Disadvantage Business Enterprise (ACDBE) Engagement– intentionally provides access to meaningful opportunities for disadvantaged business enterprises in airport concessions.
- Win-win partnerships between IAA and Operators– maximize financial returns and revenue to both parties. Ensuring a successful and mutually beneficial partnership.
- Concessions Development Opportunity- designate one concession location as a short-term and rotating opportunity for businesses seeking exposure and experience operating in an airport. The IAA welcomes various business models for this Concessions Development Opportunity and would be interested in mentorship models, self-operated models, and other concepts.

The airport’s 1.2 million square feet terminal serves as a hub of activity, housing passenger facilities, ticket gates, and various food and retail outlets. Comprising Civic Plaza, two concourses (A & B), and baggage claim, the terminal is designed to enhance the traveler’s experience.
Civic Plaza, situated pre-security, offers a spacious and sunlit atrium with panoramic airfield views. It provides an inviting atmosphere for passengers and visitors, featuring diverse concession options, occasional entertainment, and glimpses of downtown Indianapolis in the distance. Post-security, Concourses A and B are seamlessly connected by a post-security walkway, ensuring convenient access to amenities and services on both concourses for departing and arriving passengers
